Authorities send directions to ensure accessibility at panchayat ghars after complaint

The panchayat director has sent a direction to the panchayats to take a resolution to make panchayat ghars accessible to people with disabilities. However, quite shockingly
the directions have only come after a request by an affected person that he cannot attend gram sabhas. Now who is at fault, given that access is mandatory as per law?
