Chief Minister Manohar Parrikar has strongly proposed an ordinance to the central mining act as a long-term solution to restart mining immediately.

He has appealed all the MLAs to express their opinion on it next Friday. He also wants Congress and other parties to support it in the Parliament. Because it’s a central act.

The 50 year lease period to the existing mining lease holders was considered from 1957, when Portuguese government has granted mining concessions.

These concessions were converted into leases in 1987 by passing Abolition of Mining Concessions Act and bringing Goa’s mines under MMDR Act.

As these 50 years expired in 2007, Supreme Court has considered the leases expired and mining after 2007 as illegal.

But now BJP government in Goa wants the centre to change this year from 1957 to 1987, so that the same leases could continue till 2023.

BJP MLA Nilesh Cabral has been pushing for this ordinance right from the beginning.

He claims auctions elsewhere in India have not accrued much revenue and some mines have not even started.

He has moved a private member’s bill for the ordinance in the MMDR Act which will come up for discussion next Friday.

The opposition Congress also demanded that the mining should restart. But Congress MLA Aleixo Reginald Lourenco took this opportunity to corner Parrikar.

He challenged CM to name those involved in illegal mining and wanted to know whether Congress has really messed up mining.
