Courts should take suo moto cognizance of stray cattle: vascoites

Vascoites want the courts to take suo moto cognizance of the cattle roaming freely on Vasco roads. People are upset after the death of famous teatrist Marcel de Betim. And reactions as to how he died are coming in.
