Water bill shock, people gherao staff

We have heard about electric shocks, but have you ever heard of a water shock? One woman from Parra who used to receive a water bill of 141 Rs has now received a bill of 50,000 Rs. Another person tells of receiving a bill of 38,000Rs. While the issues pile up, the staff seems to be extremely unhelpful and rude.
