Under pressure, Mauvin finally withdraws controversial circular

Finally, Panchayat Minister Mauvin Godinho was compelled to withdraw the controversial circular. It had diverted approval of construction licenses and occupancy from panchayats to the BDOs. The circular had come under severe opposition.

Mauvin’s logic for the circular was that this was mandatory in order to streamline the approval process and to ensure that builders comply with solid waste management rules. The opposition went up in arms over this circular issued by the Directorate of panchayats on 1st January This circular also issued new guidelines for large residential and commercial complexes directing them approach block development officer for necessary approvals.
