Solve the stray cattle issue

Who will take the responsibilty of these cattles? Whether its panchayat, muncipality, police or government? Where are their owners? Should people continue to loose their lives due to these cattle? people are asking.  

This is the Balli-Chinchinim highway. The road is meant for the people, the motorists. People pay road tax for it hoping a hassle free smooth journey.

But the stray cattle turn this into a menancing journey. These cattle sit in the middle of the road day and night. Now, the cattle dominate the highways too.

No one speaks when cattle block the road, but if a cattle dies owners fight for compensation.
