Panaji for all the hype over smart city status and having Chief Minster as its MLA for more than 2 decades has managed to rank 90th from among the 111 cities.

This survey conducted by the Centre is on the ease of living index 2018.  Pune leads as the top city followed by Navi Mumbai coming in second.

The Ease of Living Index is an initiative of the Ministry of Housing and Urban Affairs (MoHUA) to help cities assess their liveability vis-à-vis global and national benchmarks and encourage cities to move towards an ‘outcome-based’ approach to urban planning and management.

The Ease of Living Index has been based on four parameters -- governance, social institutions, economic and physical infrastructure.

Evaluation of cities was done on a 100-point scale across the 78 indicators with the institutional and social pillars carrying 25 points each, 5 points for the pillar on economic and 45 points for the physical pillar.
