3-ministers’ Com only till 31 March, CM to preside Cabinet meets

The arrangement of governance made is not till Chief Minister Manohar Parrikar returns from the USA after his treatment in April. It’s only till the end of this month.



31st of March. Even the 3-member advisory committee of three ministers is only for this month.

And the decisions it can take are also limited to the financial year ending. What after 31st March, nobody knows. 

Goa365 got an access to the three-page letter CM Parrikar wrote to Governor Mridula Sinha. It has now also reached the ministers.

The letter specifically states that the whole arrangement is only till 31st of March.

And the decisions the cabinet advisory committee can take will be limited to the important financial year ending issues and other time-bound emergency matters.

But only after consulting the finance department.

And this committee will have financial powers up to five crore rupees.

The chief minister has also given different options to hold the cabinet meeting.

One, Parrikar will personally preside over cabinet meetings through video conferencing.

If that’s not possible, it would be by circulation of cabinet notes.

And even if this is not feasible, then Parrikar will nominate one minister to preside over the cabinet meeting.

Who is that person, nobody knows. That’s the reason, the committee didn’t meet on 8th of March.

It may now start meeting from next week and then hold cabinet meetings every Wednesday. That’s 14th of March.

The chief minister holds more than 20 departments.

Decisions regarding these departments would be placed before the 3 ministers’ committee, but only for the recommendation.

But it would be implemented only after CM Parrikar personally approves it.

And there is one more directive. No order shall be issued regarding 4 departments of CM. Finance, Home, Personnel and General Administration.
