Directorate of Panchayat in top position on misappropriation: CAG Report

Comptroller and Auditor General of India has indicated that the Directorate of Panchayat is in top position in terms of misappropriation cases followed by Chief Electrical Engineer.



Departmental proceedings in all the 14 cases of misappropriation were under progress and FIRs should also be filed by concern departments, it recomended.


The State government on its expenditure and investments, misappropriations and losses.


CAG report said state government reported 33 cases of misappropriations involving 2.66 crore rupees up to June 2019.


There are 266 incomplete projects and 1304 crore rupees are already spent on these projects, it reported.


The CAG report also said government needs to initiate measures to earn adequate returns on investments and recover its cost of borrowed funds.


HIGHLIGHTS


-State govt reported 33 cases of misappropriations

-It involved money totaling ₹ 2.66 crore

-10 cases of misappropriation pertain Panchayats

-06 cases of misappropriation pertain to Electricity Dept

-Out of these 16 cases, 5 were pending for more than 10 years

-It includes 2 cases from Directorate of Panchayats

-3 cases from Chief Electrical Engineer

-FIR was lodged in 19 out of 33 cases.

-No action taken on 14 cases.


HIGHLIGHTS


-Financial results of irrigation works not been worked out

-There are 211 incomplete projects involving roads, bridges, buildings

-₹ 712.24 is initial budgeted cost and ₹ 417.07 spent on these projects

-There are 55 incomplete irrigation, water Supply and sanitation projects

-₹ 491.61 is initial budgeted cost, ₹ 886.94 spent on these projects

-Govt's outstanding loans & advances in 2017-18 were ₹ 97.81 crore

-It decreased in 2018-19 to ₹ 95.77 crore

-The disbursement during the year 2018-19 was ₹ 3.10 crore

-In the year 2017-18 it was ₹ 33.93 crore, ₹ 30 crore less
